Joplin keeps notes on your machine, but an editor agent has no way in. I wanted it to list notebooks, search, and read a note without pasting the text into chat.
SOLUTION
Node.js on top of the Web Clipper
A Node.js server talks to the Joplin Web Clipper (port and token). It exposes five tools: list notebooks, search, read a notebook, read a full note, and read several notes at once. MIT license, source is public.
